Territorial Impact Assessment is generically referred to as the procedure (or method) to evaluate the likely impact of policies, programmes and projects on the territory, highlighting the importance of the geographic distribution of consequences and effects and considering the spatial developments in Europe.
Sir Albert Bore introducing the focus on progress and methodology of impact assessment tools, knowledge base is the key element of systematic approach.

derived by a Reference Scenario based on the LUISA Modelling Platform.
The reference scenario is used to build time projections
(both future projections and past estimates, when historical data are not available and need to be reconstructed) and place-based projections at different territorial granularity
(country, region, sub-region, urban).
